About this Role:

The role of the Policy Analyst is to provide outreach and technical assistance to all of California’s Tribal governments and advising them of the availability of free naloxone through the NDP. Additional priorities include: Expanding access to naloxone; Supporting vulnerable populations with an OUD; Reducing stigma surrounding opioid use; and Reversing opioid overdoses. The HPS I is additionally responsible for analysis of projects of varying scope and complexity relating to contracting and oversight and monitoring. The HPS I interfaces with other state departments, provider organizations, and various stakeholders. Periodic statewide travel is required.

Travel required 5%of the time.Position may require overnight travel for up to 1 consecutive nights to meet training requirements.

This position is subject to the Department’s Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming this position, annually by April 1, and when leaving this position.

This limited term position may be extended up to 24 months if supported by workload or may become permanent if workload becomes permanent.

Statement of Qualifications Requirement Section

Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position.  Provide specific examples of your experience in analysis of projects requiring knowledge of established policies and procedures, and the practices you have used to be successful.  The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. The DHCS may not consider applicants who fail to provide an SOQ with their application. Resumes do not take the place of the SOQ.

Telework Information

This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
